Undecided badges (dashed border) are ITBs — invitations you've received but haven't accepted or declined yet. Once you accept one, it moves into the Opportunity phase and appears with a solid green "Accepted" border instead. You can toggle Undecided off in the filter panel if you want to focus only on accepted work.
